Okay I put 2 ssds in raid 0 for a boot drive but you could drop one and get another 5850 your choice.
If you're going budget, get a AMD processor. The Phenom II X4 965 is top of the line and less then $200. According to Toms Hardware, it's comparable to a top of the line i7.
4 Gigs of RAM, Dual Channel with low timings. A must.
60+ Gig Solid State Drive for primary boot with some games and a 1TB hard drive for everything else. If you want ultra speed, get a 6GB/s, Sata 3 motherboard for the SSD. It'll help future proof your rig, especially with USB 3.0.
Nvidia Geforce 2XX series video cards. Can be had cheaply and with SLI, will play play anything. A Geforce 250 is around $150 on NewEgg.
Blu-Ray is lovely, but optional. DVD writer optional since 16GB flash drives are around $40 now.
Get a 955 an OC it to 965 levels, 955s are no different to 965s apart from the small overclock the 965 offers.
Newegg Canada sucks ass. If you're Canadian then the best place to buy would be NCIX. With your budget I'd get a Core i7 860, along with something like a P55A-UD3 and 4GB of G.SKILL ECO Series RAM. That will be a GREAT OC'ing solution. With $1500 to spend there's no reason to go AMD. Even the i3 530, when overclocked to 3.4GHz, beats the AMD 965 at stock speeds, which costs more.

Ncix can price match everything in my build if he wanted. Also the xeon 3440 is a i7 860 with a slight downclock and higher binning so higher overclocking and runs cooler.
Yea, Newegg Canada actually has better prices than NCIX.. well for the most part

I haven't been keeping up on it lately, but when are the 4XX nvidia cards going to be released? If it's soon, I'd put that 300 dollars towards that. You'll probably get a slightly better performance boost plus it should be cheaper.

The xeon is a slightly down clocked core i7 all you have to do is a slight overclock which the xeons are higher binned so they run cooler and overclock better and you have an 860.
The GTX4 series is out and you should probably get the GTX 470 instead.
EDIT: Actually they arn't on newegg canada yet.
I'd get an ATI so you can get a new monitor as well.

who cares? the GTX 470 is 50 bucks more than the 5850 and beats the 5870 in DX11, and some DX10 games too (If i remember?). If it doesn't, just overclock the card and you'll have a card as fast/faster than a 5870.
