Yup, I need a pretty cheap build. My mom's computer crapped out on her and she insists on getting a pre-built computer from wal-mart. All she does is browse the web, listen to music, and occasionally go on youtube. Budget is around $200-300.
I have this as of now:

You don't need 380W.
Why not go mini ITX? a atom build would be good.
or even a netbook
^ yes you don't need a 380W PSU. I've got a 300 for my ITX build and its totally useless.

I really like this little board.
What people fail to understand is that building a computer is only cost effective when making high end gaming computers. For basic web surfing and email, you are not only better off buying a pre-made one, maintenance is easier because you just need to contact the manufacturer.

No.
Another prime case for a netbook no?
Go cheaper on the RAM, just get some generic stuff.
If it's just for surfing the web, go with a pre-made Atom such as this one: http://www.newegg.com/Product/Product.aspx?Item=N82E16883103228
Why spend 100$ just on the case and psu when you can get both for less than 50? You really don't need that stuff for such a low end build. You could go with an amd cpu, they've got some pretty good stuff in the under 100$ range. Or you could just get the cheapest processor you can get, it won't really make a difference. The hard drive has a terrible price/space ratio, but if your mum really doesn't need more than 80GB then i guess it's fine.

You may have to flash the BIOS to use the AM3 CPU.

Save some money with a combo deal
What people might want to bear in mind is that an atom isn't powerful enough for decoding HD videos (youtube too).
You may want to get a more powerful CPU if you're planning on watching youtube videos in HD.

Or wait until Adobe releases their GPU accelerated video playback update to Flash player, at which point an Ion system will playback YouTube HD content without issue.

Better warranties when you build it yourself.
Why dual core?
