Yeah, I don't think BBC has a clue what they're talking about here. No such "Kinect core code" has been open sourced by Microsoft, and it's very unlikely to ever happen as well.

The article BBC links to tells the truth, even if in a somewhat convoluted way.
BBC has just pulled some information out of their ass though, because it didn't state that on any of their sources.

To the general Linux kernel, sure. But to the Desktop OS? not a chance. Considering with SecureBoot coming around, the SCO cases, and their "open source initiative" that turned out to be a "code whatever you want, but if we like it it becomes ours and you must forfeit all rights to it" license.
Intel, nVidia, AMD, all of these major companies contribute to the Kernel, but not because they love the kernel. They [I]all[/I] have their reasons for doing so, an ulterior motive.
Microsoft will never accept Open Source, they've been against it from the start.

Reverse-engineered ones, yes. Those were (and are still) made by "3rd party developers", and not with any aid of Microsoft.

Microsoft stomped gaming on all other platforms by releasing and pushing DirectX and making sure it'd never work natively on anything besides Windows and Xbox. IIRC they even hinted at dropping OpenGL support to scare people around Vista's release.
They probably love open source.
