I'm not sure whether this is a concern or an incorrect reading, but I've got both Speccy and CPUID which are giving me readings of a solid 60C with no change regardless of what I'm doing.

From what I can see from the speccy screenshot, you're NB is at 60C idle, don't really want to know what its load temp is..
Thats assuming its accurate, if its not then who knows.
Ive seen those temps hover from 0 to 180c. This usually means it isnt connected and just displays a random value.
Try running something like furmark or prime 95 for a while(10 minutes) and see if it goes up.
