Maybe it's geological? IIRC there is a region in South America that is known to 'sing' due to the natural resonance which occurs between materials in the terrain. This could be an extreme case of that, though it is odd that such a high pitch noise would emanate from underwater.

Russians routinely fuck with us in the North. Illegally entering air space with jets, etc. Since about 2007 us Canadians and the Russians have been in a diplomatic pissing match over Arctic land sovereignty after Russian explorers planted a tiny flag on the Arctic seafloor and Canadians called bullshit. Now that the Northwest Passage is melting and becoming a potential Arctic Suez Canal with possibly billions of dollars in fossil fuel for the taking, its getting more aggressive. I bet the annoying sound is them and we can't really find out fast enough because our military presence up there is comically underfunded and the Russians know it.
