How's it work?
It's a counting machine, like you crank the handles and it counts :3
you set the dial to what you want to add
then it adds that many every time you crank, and usually they tell you how many cranks were done

Old machines are just so fascinating.
If you find a collector you might be able to get something substantial out of it. You could try and take it to a museum, that might yield a result of some sort.
