So here is an example.
I'll see an image, and attempt to save it. I will then go to the designated save location, and it will not be their. Save thing if I try to download a file from Gmod.com. I even installed Metro 2033 from steam, and I can't play that because,

The system could not find the environment option that was entered.
Then it will say,
The program can't start because X3DAudio1_7.dll is missing from your computer. Try reinstalling the program to fix this problem.
I fear it might of have something to do with regedit, as I was trying to fix a problem with Oblivion, and deleted a wrong file.
I would recommend a fresh install if it wouldn't be that big of a deal. It sounds like you hardcore broke something.
