Computer powers on then hangs. No POST, periphials don't power on, nothing.

Man, two posts in tech support in one day.
Anyway, so I found a random old HDD and was curious if it had anything on it. I flipped the switch on my power supply and unplugged my PC, then connected the newly found hard drive up with SATA power & data cables, plugged my power cord back in, and hit my power button. PC started up but I got nothing, so I just assumed it was the hard drive. Shut everything down again and unplugged, diconnecting the hard drive. Plugged it all back in, hit the power, all my lights/fans/etc came on, PC was powered up, but it just hung. My monitors were in idle mode. No POST or anything, like they weren't even turned on. Neither my keyboard nor mouse powered on. Head phones in idle mode too. Tried multiple times with same results. It's like my computer is powering on, but literally nothing else. It's just on.
My motherboard also hangs on a light that says "DRAM_LED" with a button above it that says "MemOk". Only thing I got from google was to reseat my RAM and test both sticks independtly, which I did, and nothing changed.
I had this same issue onces before after I brought my computer home from a LAN at a friends. I plugged a new 120mm 4 pin fan in, and it was doing the exact same thing. After removing the fan and power cycling the problem just went away and my computer booted up fine. I thought maybe it was the same issue because I just tried a new hard drive, but I've tried power cycling multiple times and each time I get the same results. No idea what is going on. Been like this for about two hours now.
Everything was going swimmingly before I plugged in that other HDD so that has to have something to do with it.

WELL I JUST FUCKING FIXED IT AFTER PRESSING MY RAM IN REALLY FUCKING HARD. Ugh, two and a half hours. SORRY no more threads today I promise.
