If it was organized well and the issue was convincing enough to garner attention, it's possible.
I don't think it will ever reach 1 million people, but again, if it's well organized it could get many people.

Oh boy. An unorganized protest of a million people assembled on Facebook are going to show up in Washington D.C. and live in tents for two months.
I like where this is going.
Something tells me the DC police will crash down a hell of lot harder on protestors than the NY police.
I went there in 09 and I still remember the massive amount of cops and guards and cameras that were everywhere.

Occupy Kentucky, it's like a ghost town where I live.
The Occupy Ottawa was pretty much just a place for homeless people to congregate, beat drums and eat food that I'd rather feed puke to my dog. Seriously, just homeless people tenting up. I thought they had ended homelessness in Ottawa when I saw they were all gone, but actually they just kicked everyone out, arrested anyone else.

You're right. They cannot, under any condition tell you NO to a protest.
That's why Neo Nazi's, The KKK and the Westboro Baptist Church hold protests constantly and don't have the police crackdown on them.
Because they go through the proper channel. All you have to do is call your town or city office and say "How can I arrange a protest?" it's usually as simple as filling out a 'permit' which is just a sheet of paper of information so they know what is going on.
"We're having a protest ABOUT THIS on THIS DATE to THIS DATE with THIS MANY PEOPLE at THIS LOCATION"
The reason they want you to tell them in advance is so they can arrange for it. If the protestors are Neo Nazi's for example they'll send the Police to keep people from out right throwing bricks at them. If they plan to protest in the city they make arrangements to redirect traffic and close sidewalks and so on.

Here is a video of a Black Panther's rally protesting against Police oppression of the Black Community. Notice how aggressive the speaker is, what he is saying and what his 'body guards' are wearing. Imagine how many people disagree with his message, especially the Police protecting the protest in the back round.
The reason they can say these things, wear these things, and act this way unmolested is because they got a permit. Black Panthers can do it, but a bunch of smart college students and unemployed degree holders can't manage it.

It's because the protesters want an uprising of the people so they (The protesters) are treating it like a rebellion as in they think they don't need to register as an official protest.
