I say no because all humans are exactly the same so there would be no way to make a selective virus and only racists disagree.
I would assume that it'd be theoretically possible to have a disease target certain genes, but that'd probably end up being inconsistent and not specific enough, or mutating to advance upon other genetics.

So no, you can't fulfill your racist fantasies. :v:
There are some disease that are more prevalent in certain races. So I would assume you could

That sounds like racist science bogus from stormfront.
I say no because all humans are exactly the same so there would be no way to make a selective virus and only racists disagree.
I believe it would be possible, but there would be an extremely high risk of it mutating or jumping to other races as genetic differences between races are marginal at best. Besides, I'm sure governments worldwide have tried to make these during the last century.

Wrong, there are some genetic conditions and even diseases that are more prevalent in different races.
For example. (I'm using African Americans)
Diabetes is 60% more common in black Americans than in white Americans. Blacks are up to 2.5 times more likely to suffer a limb amputation and up to 5.6 times more likely to suffer kidney disease than other people with diabetes.
African-Americans are three times more likely to die of asthma than white Americans.
Deaths from lung scarring -- sarcoidosis -- are 16 times more common among blacks than among whites. The disease recently killed former NFL star Reggie White at age 43.
Despite lower tobacco exposure, black men are 50% more likely than white men to get lung cancer.
Strokes kill 4 times more 35- to 54-year-old black Americans than white Americans. Blacks have nearly twice the first-time stroke risk of whites.
Blacks develop high blood pressure earlier in life -- and with much higher blood pressure levels -- than whites. Nearly 42% of black men and more than 45% of black women aged 20 and older have high blood pressure.

Just a question: Is this ignoring societal factors such as diet, location, and wealth?
Quite easily, people have done it in the past(In a closed lab envirioment to get a basic understanding of it so they can more easily fight against it if it's used in a terrorist plot)
If I remember right, black people of african descent are the easiest to make it for, then asians, then middle eastern, then european white then russki white.
The main problem with the last two is that they have way too many things in common with the rest if I remember right.
You'd have to use something exclusive to X race as a catalyst for the virus.
Been years since I've read about it though so might be completely wrong.
