Fallout New Vegas refuses to run at above 20 fps on any settings, detects Radeon 7770 as GeForce 790

Yup, basically. No matter what the settings, the game runs at a consistent 20 fps.

My GPU is a Radeon HD 7770, and the dropdown menu contains no other options. I've tried multiple reinstalls, what's going on?
The HD7770 is a lower midrange card, you can't expect amazing performance out of it.

I have a hd7770, and I easily get 60fps on high settings. or at the very least, I get more than 20 with enb on high settings. 20fps is indeed abnormal.
Do you have any Geforce things installed? Maybe try taking out the card and uninstalling everything.
I deleted random crap from the game's folder and verified the cache, and now it gets decent FPS but with an amount of stuttering that's just enough to be annoying. I guess I might have had a misconfigured d3d9 somewhere in there, it's been installed but largely unplayed for a long time and I might have modded it. So my frames are now fine, but the stuttering is pretty terrible.
