You should get a better PSU, the rosewill's don't have a high 12v rail.

You could save some money and go with a Phenom II at a higher clock.

OCZ, Coolermaster, Corsair, PC Power & Cooling, I can't remember all of them but I know Rosewill and Logisys are horrid.
Antec are fine for PSUs

About the Seagate thing... I heard the problem wasn't that bad and it DOES have a 3 year warrenty with it.
