There are various types of pepper spray. Most over the counter bullshit you get from stores is water based meaning exactly that. It is water mixed with Oleoresin Capsicum (main ingredient of pepper spray). Water is shittier because it actually separates from the OC and more often then not isn't as effective. That is why back in the day you often seen people shaking cans, because it has sat so long the water and OC separated.
Oil base is exactly that and it is the best, oil and OC don't seem to separate at all. It more effective and oil tends to enter the pores of your skin better and stay a lot longer. Usually the only people that use oil based are law enforcement, security or the regular customer that actually knows the difference and knows what brands are best.
There is also foam based and it can be good or bad. Usually when it is sprayed on a person it will stick and foam up then streak down the face. But while it is foaming up someone could grab some foam and flick it or throw it back at you. I've seen it happen, makes for quite the show.
There are all kinds of resources that get in more depth, but it really isn't worth discussing. It is just OC it is pretty cut and dry.

Pepper spray should be phased out. It can cause permanent eye damage.

lol fuck no. Pepper spray is great. It can clear a rowdy bar in seconds. Its the only tool I've seen that can make a full-grown man on roids scream for his mother instantly.

There was also a test in the '70's that proved it did work, I believe it's in the article. Something about the tar catching fire easily, and there would have been plenty of tar on Roman ships. I still wouldn't trust it though.

Its true. A plan can take off with no forward motion. The only reason why planes have engines is to generate wind blowing over the wings to produce lift.
This is also the reason why planes take-off into the wind.
