Windows moving to 2nd monitor when running lower resolution full screen apps/programs

Since I now own an ASUS VG248QE, I have decided to use my old monitor as a secondary display. One problem though, windows that I leave open on my main display move over to the second display when I open any fullscreen application or program, which I have to run at a lower resolution. I usually play like decade old games on lower resolutions because they cannot run at my native resolution, but also CS:GO which I run at 1280x960. If I'm running any full screen applications or programs at my native resolution (1920x1080) then none of my windows move around and it's all good. I have been unable to find any help on my problem so far, but I am running on Windows 10 and have never had problems with my monitors' screen's scaling going weird, unlike some, since both of my monitors are 1920x1080 displays.
Is there a way to stop my windows from moving upon moving to lower resolution full screen applications or programs, as this is beginning to bug me quite a bit now - Thanks in advance.
Changing the resolution within the program puts the other windows back in place. Most old games (from my experience) have widescreen 1920x1080 options, so you should be able to change them and fix the other windows.

I don't want to play the games at my native resolution, especially CS:GO, for performance reasons. For other games, you need external programs to change the resolution (a game I had to do this for was the first Need for Speed Most Wanted) and I don't necessarily want to download any of that trash. I did give this a try but changing resolutions back moved the windows back to where they were before so there's that.
It's no longer in development, but you might want to try Persistent Windows (http://www.ninjacrab.com/persistent-windows/). I used it for a while when I had to use DisplayPort to connect my monitor and got fed up with windows being shoved into a 800x600 corner when I put my machine to sleep in Win7.
The program maintains a layout for your current monitor configuration and restores that layout when your monitor layout changes to something else and back again. However, I'm not sure if it works in Win10. If not, and if you are comfortable with diving into the source code, the author put it up here: https://persistentwindows.codeplex.com/

Yes, that could be a reason as well, pretty stupid thing but it happens- talking from personal experience :)
