A big point of concern for many critics is the EC seeking to shift the responsibility for identifying copyrighted content by requiring Internet companies that host user uploaded video, such as YouTube and Facebook, to proactively check for copyrighted material, rather than waiting to receive a take down request from a rights holder, as is the case now. You just have to say "nope" with no second thought.[/QUOTE] none of those are legal mandates, the only time consumers ever got anything of a concession was fair use standards which are poorly defined, poorly enforced, and often wholly ignored by the industry since its very hard to defend against corporate resources about the only fair use that is routinely defended is parody but much more specifically, comdedic parody, otherwise fan projects that DO fall under fair use get sent C&D letters because the burden of proof is on the person not the owner
