If it is not hardware failure, then check if the console have the same region code, and is properly outputting with the correct settings for your TV
It's the xbox's error, You have to manage to get to system settings and change it from 1080p or so to a lower setting, go down to 720i to start off with and work your way up until youget that, I had the same problem, So I set it to 1080i and it worked perfectly.
its a 720p tv so that might be the problem
Try the SD cables, if those don't work: return it.

And it could easily be a problem with his TV, it could be outputting at 1080p when his TV's 720p, causing strangeness, and no HDMI isn't always working or not, a loose connection actually can do what happens in OP.
Testing with SD cables is just an easy way to troubleshoot the problem, if it's still broken in SD, it's definitely the 360.
