Windows Server 2012 gets very slow network transfer speeds

after getting new internet I decided to plug in my ESXi server, which mainly runs WS2012 Standard, to the modem-router combo and see if my slow file transfer problems, that i assumed were the direct result of using wifi that was outside out of my house, were fixed. so i get it hooked up, boot it up, head into ESXi and load up WS2012. WS2012 loads and I start to send some of my files over to the server. didn't even get 1mb/s while transferring straight to the server over SMB, no middle man except for the modem.
after being frustrated for a while, i decided to look up my problem on google and found that disabling SMB signing should bring up my transfer speeds. every place I looked told me to do the same method, go into GPMC, right-click Default Domain Controllers Policy in Domains\Current Domain Name\Group Policy objects\Default Domain Controllers Policy, and then click Edit. problem was, GPMC wasn't even showing Default Domain Controllers Policy in the menu. after almost pulling my hair out over this, i then tried some command line stuff (disabling Large Send Offload v2, all that jazz), which unexpectedly brought my speeds down to a shitty 100kb/s.
after almost committing murder over this, i thought to myself, "hey, shouldn't I probably auto-negotiate the NIC again since i'm not using that 100mbps switch?" auto-negotiated it, NIC went from 100 full to 1000 full. alright, lets try restarting the VM. VM restarts, and now it won't detect any sort of life (i.e. modem, router). now why the fuck would it suddenly do that? maybe a restart will fix it? nope. maybe a full system restart will fix it? nope, ESXi connects just fine to the network. then i decided to try and add 2 virtual NICs to the VM in hopes of fixing it, and it did just that. now the VM can connect fine, but only if both virtual NICs are enabled. hey, wait a second... maybe that fixed the file transfer problem! guess what? it kinda did. 50MB/s transfers speeds... but after about 20 seconds it starts a slow and steady decrease. after transferring over some music for about 10 minutes now, the speed has gone down from 50MB/s~ to a shitty 11.4MB/s, and i'm official stuck now.
