sue the organization that promised a race or somesuch action, people paid money for jackshit. Unless they plan to hold it later and give some type of small reparation.
Looking at article, seems to be more of an online scam than an actual thing. I'd suggest a criminal investigation but online scams are tricky business.

A lot of races are for charity. You pay registration and that money goes to whatever charities the race is for.

assuming the organizers aren't at fault, they could sue groupon for a very large sum of money because they have to refund the runners and the negligence on groupon's part hurt the organizer's reputation.

There's been a lot of news of Groupon and sites like them screwing up in the last couple months.

organizing it / getting city permits isn't free
Having looked through the facebook page, it seems kind of likely that it's a scam.
The page started in March, a whole load of stock photos and no actual information, and no comments from anyone whose done past events.
Looks like they did one event on the 21st September, but there are plenty of people complaining about that one being a rip-off itself, so...
