£1,400 is a huge budget for just internet use and TF2, I've made a build anyway and this is probably one of the best setups you can get without having more money than sense, it comes with a 27" monitor, 2TB storage, dual 6950's, i5 2500k and top components. Although scan.co.uk doesn't have a large selection of speakers/mice/keyboards so you may want to look elsewhere for those, but I put some in anyway.
Honestly though, if you just plan to do light gaming and internet use I'd really put the budget to about £600 including monitor and peripherals, you don't want to build something way above what you need, put the rest away and upgrade every a couple pieces every year, that's what I'd do. But if you're really wanting to spend £1,400 I'd look at all your options, you could go with SSD's, eyefinity setups etc, although you wouldn't be able to get all of them so you'll have to pick and choose.
don't start a build with multiple cards, leave it as an upgrade option, start with one http://www.scan.co.uk/products/1280mb-msi-gtx-570-40nm-3800mhz-gddr5-gpu-732mhz-shader-1464mhz-480-cores-dl-dvi-mhdmi
and I'd get at least 750w for 6950s, hell at this budget just get the 850w silverstone strider+ http://www.scan.co.uk/products/850w-silverstone-striderplus-modular-80-plus-silver-88-eff-19db-sli-crossfire-eps-12v-135mm-fan
change the case to http://www.scan.co.uk/products/fractal-design-define-xl-black-pearl-mid-tower-case-w-o-psu
monitor http://www.scan.co.uk/products/23-dell-ultrasharp-u2311h-s-widescreen-lcd-1920x1080-ips-panel-dvi-hdcp-displayport-silver IPS, bigger =/= better
less overpriced RAM http://www.scan.co.uk/products/8gb-%282x4gb%29-corsair-xms3-ddr3-pc3-12800-%281600%29-non-ecc-unbuffered-cas-9-9-9-27-165v
for the keyboard either go cheap or go mechanical, none of the overpriced ricer crap
[editline]31st May 2011[/editline]
oh and the speakers are probably shit but I don't know enough to recommend anything else
I'm doing a similar build from scan: http://www.scan.co.uk/savedbasket/d01c448950e644b0819f3ea7f5719fda
Just swap the 580 for a 570 and ignore the cables.

I'd agree leaving SLI/Xfire as an upgrade option, but at this budget I just quickly put something that came close to £1,400, honestly it was a challenge getting it that high.
Although personally bigger does equal better for me, most monitors have negligible picture quality difference nowadays, you can't really go too far wrong and his budget fit it perfectly.
I do still think he should get a modest PC and save for upgrades in the future, specifically graphics cards, get a single mid/high-range like a 6870 or a 560/570 and save your money for something down the line when you actually need more horsepower, he only references TF2 so I assume he's a light gamer.

H50 really isn't the best buy at the minute, many fan coolers for a fraction of the price come very close if not better (Hyper 212+, DHD-14 if you want to pay premium) or get an Antec Kúhler (another liquid CPU kit) instead of the H50, it's better in practically every way, cheaper too.
Split the 2TB into 2x 1TB drives for a few reasons, he can RAID in the future if he wanted and two drives gives better reliability if one fails, also if you plan on paying that much for a PSU I'd spend another few pounds and get the Corsair 850: http://www.scan.co.uk/products/850w-corsair-hx-series-modular-80-plus-silver-90-eff-sli-crossfire-eps-12v-7-year-warranty
most monitors have no quality difference because they use TN panels, the dell uses IPS, if you're going to pay more for a monitor then at least be paying to get something other than an image stretched over a couple more inches
strider+ is fully modular and cheaper than the HX850, or the XFX modular 850W is £95, still uses seasonic but is out of stock
Comes in stock today (or due anyway).
scan's stock estimates are rarely accurate, at one point the 650W XFX was due in stock for a couple months
Okay, I will be making another post with my basket.
You need an OS unless you have the retail disk for windows 7 lying around.
[editline]31st May 2011[/editline]
Btw if you feel like paying 200+ for a monitor look at this: http://www.scan.co.uk/products/22-iiyama-plt2250mts-b1-black-touchscreen-monitor-widescreen-5ms-1920x1080-10001-speakers
-snipped pic, updated below-
This is what I've got. I also may need to buy an OS but I'm not too sure yet, I'll find out soon.
I changed the graphics card, now there's one.
Is this a good build, is there something I should change, anything missing? Thanks for helping me so far.
Also, I only mentioned TF2 in the OP because the computer I have at the moment can only run a game like that at very low settings, I'm going to be playing more high spec games when I have my PC.
if it's just for gaming and no rendering or similar you can cut down the RAM to 4GB http://www.scan.co.uk/products/4gb-%282x2gb%29-corsair-xms3-ddr3-pc3-12800-%281600%29-non-ecc-unbuffered-cas-9-9-9-24-xmp-165v
you might want to look at the today only page and see if anything in your cart is on offer before you buy http://www.scan.co.uk/todayonly/index.aspx
[editline]1st June 2011[/editline]
even quickly looking at today's supersavers, the 2500k is £10 off

I won't be rendering or video making so I'll go for the 4GB RAM, thank you. Just incase I do need to buy an OS, is this the correct one?
http://www.scan.co.uk/products/microsoft-windows-7-professional-64-bit-sp1-operating-system-single-oem
Go with home premium, its £30 cheaper and chances are you wont need any of the extra features that professional offers.
Okay, thanks for that cathal.
I've just noticed I don't have an optical drive, I do need one of these to read disks, right?
This is my build now:

An optical drive is vital. Btw why is that monitor worth £233 when this is worth only £143?
IPS
Is it noticeably better?
What optical drive should I get which will work with all the parts in the PC?
there's nothing really to look for in an optical drive, just whatever is cheapest

Alot.
What optical drive should I get which will work with all the parts in the PC?
Just whatever is cheapest if you are going for a regular DVD re-writer. You could always spend more and get a Blu-ray player / DVD-writer or full Blu-ray writer.

If I were to go for that it'd be a future upgrade, I've got everything I need now. Thanks to everyone who helped me, i'd of never been able to get this together myself.
I wouldn't get the U2311H. It has so many problems you'll probably have to play the lottery with them. I have a one and for the price I do not recommend it.

Blame LG for their shit QA.

What are the problems?
I noticed the response time was 8ms, is this bad?
http://hardforum.com/showthread.php?t=1518544&page=75
And on
I don't really see how a tiny glare of colour could ruin any films or games, unless it was dark the whole way though. This is coming from a casual gamer though.
At least the customer service according to them is really good if any problems do occur.
I'm just telling you shit straight. If you can get a perfect ones they're great.
