A request for a bit of help from an experienced photoshopper...

My apologies if this is in the wrong section, as I've never posted here before but it seems to be the right place.
My sister has lower-functioning autism. Approximately six years ago, she won an award for achievements and advancements in her school life. Our family had taken a picture of this, but unfortunately, we have lost the file. We do however, have a print copy that she carries around almost everywhere. It's been a long time, and I want to make some sort of photo album/archive of the few pictures we have in our collection. It's getting worn out to the point where it's (almost) falling apart and I want to make sure we have a copy for printing again as well so she can keep it with her (we don't really take many pictures) It's got quite some damage (it's been folded many times in the same places, so there's white (wear?) lines across the picture. There is also general wear lines in the ink (Sorry if I'm not describing it well enough.)
How hard would it be to repair this damage if I was to scan this picture in at high dpi? I don't believe it would be hard, considering that Photoshop has that weird "fill in the blank" feature. As someone who hasn't touched photoshop with a 50 foot pole, I was wondering if I could get some advice on how to do this. (maybe I can do it in GIMP?)
If someone maybe wanted to give it a shot for me, I'd be willing to reimburse you for your efforts somehow (I'd have to find some way, as I don't have a proper means to do so at this point, maybe send you some money over PayPal? or a 5-10 dollar steam game?) It doesn't really seem like a big job to do, at least, not big enough to warrant hundreds of dollars for a professional company to do it.

I could do it for free, though I don't have much time this week. If you can scan the picture correctly at like 300 dpi this should be pretty easy.

Trying to get my stupid scanner to work. It needs some kind of drivers that only the CD has and I've been looking all over for it. I'll PM the both of you once I have it...
