4 gb of ram installed only 2 gb usable, rest is "hardware reserved"

os: Windows 7 ultimate [U]64 bit[/U]
cpu: i5 760
mainboard: p55 pro/usb3
gpu: radeon hd 4870
ram: 2x2gb ddr3 on dual
Dxdiag, CPU-Z and BIOS shows 4 gb of ram. Properties of my computer show 4 gb installed (2 gb usable). Task manager->performance->resource monitor shows that 2 gb is "hardware reserved". Meaning unusable for me. Everything in msconfig->boot->advanced is unticked. Can't find anything relevant in BIOS. Tried putting the sticks in different slots but it wont even boot if I do that. What's interesting is that if I put only 1 stick the "hardware reserved" changes to 9mb (tried both sticks so they both work), leaving me with almost 2gb of ram. Meaning that if I put 2 gb of ram I can use 2 gb of ram. If I put 4 gb of ram I can still use only 2 gb of ram. What the fuck. Someone help, please.
Apparently this only happens when the ram is on dual... I don't know what the fuck is going on.
You may possibly need to update the BIOS

start msconfig, go to boot, click advanced options and see if maximum memory is checked or anything.
