Ice does not create more ice. Only cold conditions create ice. In a room temperature test room: Ice would melt and fire would spread. Nothing but the fire creates more fire. In the middles of a forest in the middles of winter. Ice does not spread, but simply more gets created, from water, by the cold. Fire, if not acted upon by water, would still spread.
Well fire has the advantage... With no wind interference, fire only needs oxygen and fuel to survive, so fire can melt ice, but Ice can't put fire out (Without smothering it).

Despite my earlier post, I rather like ice. I love winter. Still like summer, but I LOVE winter.
Were not talking about what it needs to survive. We are talking about whether it spreads. Fire needs fuel to sustain itself. Ice needs water. But it doesnt change whether they spread or not. I like fire, but as for living conditions I would choose the cold to hot. I hate the heat.
