Fake, Microsoft said that they wouldn't permit any change to the UI side for pre-installed "cards", or the panels that Windows Phone 7 has. This means that the fake HTC sense ui stuck on top isn't going to happen.
Like has been said before, it's incredibly fake. I suppose it could be done though, seeing as the HD2 has Android + WM6 dualbooting - but I'm not going to be surprised if WP7 is locked down to the point where doing that is no longer possible.

Someday there will be possible to install OS for your phone as you do for your PC. But the day hasn't come yet.
