Ok so ive had my i7 2600k for around 4 - 5 months and when overclocking which has only been a recent event, i find that to get even to just 4.5ghz i need a minimum of 1.46v I think I have a bad chip, and if I do can I send it back to get it replaced!?
If you have a faulty chip, yes, your retailer should be able to replace it for you. I don't think your chip is faulty though.
I'm sure that they can take up to 1.52 volts so its not going to hurt it. Also not all chips OC as well as others, so that doesn't mean it's faulty.
Intel sold you a chip they guaranteed to work at 3.3 GHz, and 3.7 GHz turbo boost if TDP permits. They also promised the clock multipliers would be unlocked, BUT they didn't promise you that it would work properly overclocked past its design limits.
The chip isn't defective, it's working as promised.

Wow, really? The clock speeds are not that high from purchase for a reason, you know! They never guaranteed that you'll be able to overclock it high, just that the multiplier would be unlocked. If you don't like it, get something else.

Its kinda hard to get every single chip to be the same quality, Imagine how much more expensive they would be if they took every single chip and took their time to make them all the same.

That would mean they would have to throw away 75% of the produced chips. AKA CPU Prices will triple.
