Galactic Federation.
The GF have more advanced technology at their disposal(Aurora Units, Phazon Enhancement devices, etc). They have a more capable space fleet, with superior armor on their ships. Their infantry have superior training, but underpowered weapons. Not to mention they could hire Samus Aran to fight alongside them. They also have a very powerful orbital defense system. And they are capable of terraforming entire planets. The GF also have superior medical technology as well, allowing them to heal there soldiers more efficiently.
I don't really know what the GF does, but I think the Covenant would be fucked as usual

Their basically Metroids closest equivalent to the UN, but the GF actually gets shit done unlike the UN.
Why do people compare everything with Covenant? They are both not in the same game universe

I don't really get why we'd want to compare imaginary empires who are as powerful as you want.
A crossover space fighting game like Star Wars vs. Halo might be good fun, though.
