I'm getting like 15fps on maximum with 1024x1280 windowed mode. I'm pretty sure my computer can handle this game on maximum.

Nvm switched settings then put it back on maximum fixed it. Weird.

It keeps coming back every 10 minutes where my fps caps around 15fps
Make sure you're not running something else that could interfere with it.

What's happening is the Jupiter EX engine that F.E.A.R. and its expansions are built on is overpolling the USB bus. This most often happens when you are using Logitech/Saitek equipment and it has been a known bug for years but unfortunately still hasn't been fixed in the game.
A workaround to ensure you keep your smooth fps is to disable all "HID-compliant devices" in the Device Manager on your computer.
I'm getting the same issue. I tried disabling all the "HID-compliant" devices under Device Manager and the game still runs like ass.

What I've done is create a special mouse profile for Fear, then everytime the FPS drop occurs (it's about once every 10 minutes or so), I just alt-tab to desktop, click somewhere so the profile switches to the default one, then alt-tab back into the game. It only takes a few seconds to do altogether, so it isn't much of a hassle. Apparently the profile switching resets everything and you're good to go again.
Goddamit both my mouse and keyboard is logitech. How do i disable them? I don't get any option for disabling only uninstall for my keyboard. Mouse is the Logitech G5 and Keyboard is some wireless one from logitech nothing to fancy.
