Makes sense to me. Jackets and ties are hot. Beards are hot. Japan is very crowded and (I presume) very warm in the summer. Air conditioning is expensive.

I was going to shave and trim up my beard into some stylish sideburns. Not anymore. I grow my beard long in solidarity for all the beardless Japanese government workers.

Isn't this already effective in the USA? My dad works for the US Customs, and it is required to be clean-shaven because they wear uniforms. It isn't required for the people who work in other branches of the government who dress casually, though.

If government workers can't have beards, then they have to shave consistently. Oh well, just buy a few razors. They will then have to drive down to the store. They they will have to buy razors with a fair amount of plastic content. Or they could buy an electric razor which requires energy.
