Do you really need to test someone for booze and drugs, isn't it often quite obvious that they are under the influence of something? Wait he wanted hair tested too? But that means the hair has to grow, just make them blow into one of them breathalyzers if one would suspect them being intoxicated, christ.

Everyday he just makes himself look worse, it's like he's intentionally trying to let everyone know that he was caught smoking crack.
maybe he wants to make a point that all the city council is on drugs. maybe he smoked crack with them in a meeting one time.

Should it pass, there's grounds to fight it in court especially since there's no way a city councillor is a "safety sensitive" position. It's even stupider considering who's proposing it.

I'm only halfway through and there is more than ample circumstantial and documented evidence of suspicious behavior with established criminals. A haircut isn't saving him.
