I've been meaning to watch GitS: SAC for a while now, finally got around to it last week and damn I'm impressed.
The GitS world is full of people who have varying levels of cyberisation. From people with a few implant that aid in communications (like Togusa), to people with "cyber brains", essentially people who have had their brain put into a protective shell that host implants or in extreme cases replaces parts of the brain (Chief Aramaki), to people with prosthetic limbs, to people with complete prosthetic bodies (the Major, Batou)
[U][B]The good guys:[/B][/U]
[B]Major Motoko Kusanagi[/B] - Field commander/team leader of Section 9, class A hacker (i.e. one of the best), full body cyborg.
[B]Batou[/B] - Former Ranger (which is why he has those electronic eyes), the Major's right hand man, generally a badass, while never stated it's assumed he's nearly full cyborg.
[B]Chief Aramaki[/B] - Head of Section 9 who answers directly to the Prime Minister.
[B]Togusa[/B] - The new guy, least cyberised of anyone at Section 9, used to be a police detective.
[B]Saito[/B] - Section 9's resident sniper
[B]Ishikawa[/B] - The old guy of the team, a traditional style hacker
[B]Paz[/B] - A very secretive member of Section 9, assumed to be a former mobster or something
[B]Borma[/B] - Borma doesn't get much focus, but all I can say is his eyes are kinda like Batou's

[B]The bad guys:[/B][/U]
[B]The laughing Man[/B] - A hacker who's better than the major, his thing is to hack peoples eyes and video cameras to display the Laughing Man face over his face to conceal his identity
[B]The Individual Eleven[/B] - A mysterious group of terrorists who oppose immigration to Japan
There are also other bad guys but naming them may ruin the story
For those who don't know, the GitS films and SAC are unrelated, their plots aren't linked, and the characters, though they share the same names, are very different

I'm not sure I'll like Arise. Depends if the characters are like the movie characters or the SAC characters.
I really didn't think the movie was all that special. It's just one giant existential crisis on the Majors part and I couldn't stand it.
I pretty much hope it's like a prequel to SAC
Arise isn't related to the movies or SAC.
If I liked the movie will I also like the TV show? Which is better? Is the TV show just a confusing as the movie? I remember when I saw the movie I had to go to wikipedia afterwards because there was some stuff I didn't understand.
I should get around to rewatching SAC and 2nd Gig. It was one of my favorite series.

SAC explains many things a lot better, but they are not related. I think SAC is better than the movies by a mile
SAC blew the movies out of the water for me though Innocence has become one of my all time favourite movies. I just can't get enough of Batou.
I've never liked anything anime related much besides Akira and Vampire Hunter D but this whole series I think they've just nailed it. There's practically no asinine BS and even when you expect the Tachikomas to be silly all the time they end up having some pretty deep conversations.
