Having Trouble Uploading/Editting gif. Too Big for Photoshop or Photobucket?

So, I've recently come across ShareX, a program allowing for the capture of on screen images, useful for recording the screen and able to make gifs out of them.
So, I wanted to make a new avatar from some footage I've recorded. I finished recording and turns out the file size wound up being 22.3 MB, which I assume is pretty fucking huge for a gif. So obviously, I wanted to reduce the size.
Issue is, Photoshop refuses to open it, saying "photoshop could not complete your request because the file-format module cannot parse the file". Alright, maybe I need to upload it to Photobucket first then bring it over. Well it calmly spat in my face and said "Upload failed. Please try again". Which I did numerous times to no avail. I also looked up videos on the YouTube, but it only fixed jpeg/png/non-animated pictures.
I'm not sure what to do at this point and I'm pretty hell-bent on wanting this to work so I can consistently crank these things out in the future. If there's no solution to [I]this[/I] problem, is there at least any better screen-capturing programs that can pump out gifs?
On Linux you can use ffmpeg to record the screen directly into a gif file. (It's much better to record into webm, though.)
ffmpeg is on Windows too, but I'm not sure you can get the same functionality without extreme hacks.
I know [url=https://www.facepunch.com/member.php?u=154702]bletotum[/url] has succeeded in making ffmpeg to record his desktop into webm and mp3. I think he had to make a C++ program for it though.
Unfortunately, I do not have Linux, so I'm still stuck.
I must have not been clear. Bletotum got ffmpeg to record webm's on his desktop in Windows. Surely you could steal it from him and just change the output type to gif.

Oh sorry, I misread it thinking he didn't have it working for other people yet. I'll ask him about it, thank you.
Ok, I finally found a program I actually like and after hopping through a million friggin' hoops with the recording process, I finally got it to work and finished my .gif and new avatar. I just need to bring down the file size from 500~kb to 200.1kb.
