State prosecutors say that robbery complaints have declined slightly in the area in 2009 as compared to 2008.

Uhh that's because vigilantes DON'T know who the criminals are and they often kill innocent people. Worse yet, they cannot be held accountable for that.
This is why judicial systems are so necessary. If a cop shoots a man wrongfully, you have that cop's badge number. You have him on record via the camera(s) mounted to his patrol car. You can take him the fuck down for what he did. There is a mass of accountability for anyone who makes an error, and that is a very good thing.
With vigilantes, they're hard to catch, hard to try and until that point they can do whatever the fuck they want to whomever the fuck they want.
You don't seem to understand that vigilantes as a whole are criminals in of themselves, and many of them have serious mental health issues, be they either legitimate conditions like schizophrenia or vaguer issues like extreme anger problems, effects from substance abuse or simply an extreme paranoia.
Not to mention that, historically speaking, even the most "righteous" of vigilante groups, which isn't saying much, tend to drift toward racism, persecution and populist rage.
The KKK was classified a vigilante group until later when they were reclassified as a terrorist organization. Now you tell me, was it good when the KKK took matters into their own hands and hung criminals (AKA escaped slaves) and burnt them alive?

It was suggested that the killings might of been drug dealers killing off people who did kidnapping and such with out their permission. Not exactly "vigilante"ish.

Wealthy? I'm anything but. Stop making generalizations out of your ass, just because I have an internet connection doesn't mean I'm middle-class or high-class. I work as a mechanic in my free time, and this is my form of entertainment. And internet isn't even that remotely expensive.
And just because you're Mexican doesn't prove anything, you could be born in the middle of Indiana for all I know. I make frequent visits down to Tijuana and Ensenada for jobs, and the big gap between rich and poor is easily apparent.
It's a miracle that there is even a functioning government down there, or what remnants there are. There is also a difference between continual suffering and taking matters into your own hands. If there was no vigilantes in the world and the government can't do anything, who's going to stop the criminals from taking what they want?

Anybody can fight crime if they wanted to, provided they have the means.
And what enforces the judicial systems? The government, of course. But that's no good when the government can't do anything.

Yes the government can NEVER recoup. It will ALWAYS be weak and nobody should ever even TRY to enforce laws legitimately. No we should all be Batman and The Punisher and run around murdering innocent people on a whim, with no system of accountability or evidence and no method of appeal for wrongful punishment.
You are the dumbest person I've ever heard. Not only do you want these people to live in poverty, no that's not enough. They need to live in FEAR as well. They need to FEAR everyone on every street corner. Abiding by the law isn't enough, the vigilantes don't even abide by the law. They'd have to defend themselves against the vigilantes. They'd have to stockpile guns and go on an anti-vigilante vigilante raid.
