You're thinking of the Mughal empire probably. It was based on the indian subconinent rather than mongolia as the somewhat similar name might suggest though.

From what I got out of a quick Google search, these names are just important for further distinguishing people, not to confuse enemies listening in on comms.
For example, if they just said "Trump", it could be referring to him or his wife.
There's also cases in which someone's name could be relatively long or common or sound ambiguous, in which case it makes sense to assign them a short 1-3 syllable nickname, to more quickly get information across when every second counts. To simplify things, everyone just gets a short handle assigned.
