Download speeds severly limited on some websites only (but just on one computer)?

I've been trying to download some applications over the last few days, and noticed that download speeds have dropped significantly. I wondered if it was a network thing in my house (which has had problems in the past) except it turned out that it was only my computer with these issues.
My computer is connected to the internet via LAN; WiFi is also unaffected (on other computers, since mine does not have a WiFi chip.)
Weirder still is that this only happens for some websites; for instance, YouTube works fine, but something like downloading a converted file takes hours.
What could be causing such selective issues? The only thing I've done in the last few days is update the firmware of my Apple Airport routers (which are used for WiFi and to provide the Ethernet connection to my computer), and update my copy of Win10.
EDIT: Scratch that, turns out it's everyone in the house (on WiFi and Ethernet) and it's still only some websites.
Throwing this out there, but is worth investigating packet loss over wireshark or something?

That could be responsible for what's happening here. On the other hand, it's possible that it's just bad Internet weather for your area.
Try and see if you can nail down whether the problem happens with certain sites and certain kinds of downloads (e.g. downloading video files from major content sites like YT), certain sites and [I]all[/I] types of download, certain kinds of download from [I]all[/I] sites, or [I]all[/I] forms of download from all/random websites. If your ISP is throttling, it should be possible to identify the pattern of the restrictions.
Couldn't it just be the websites fault? Unless it's new to that website

Australia does not have net neutrality
It was quite common for optus to prefer netflix traffic at 9pm and slow down regular connections for other customers on the line

If flagdog was working I'd have known op wasn't in the US and NN wasn't a factor, so my b.
However, it'd still be worth determining what the pattern is -- whether it is some sites and specific kinds of traffic, all sites and specific kinds of traffic, some sites and all traffic, or random fuckery.
That's odd. It sounds oddly familiar to my [url=https://facepunch.com/showthread.php?t=1585058]old issue that I had[/url] a while back, but less intense. Mine was solved by factory resetting my router, which I saw as the nuclear option and not personally recommended until you expend all other options.
Are you able to test your connections to these sites on the computers in your home on a different network, like a mobile WiFi hotspot or otherwise?
Do any phones or tablets in your home connected to your network have the same problem?
Is it constant or does it only start/stop at semi consistent times?
Just thought I'd update everyone on this - after calling Telstra support, they tell me there's nothing wrong with the internet; as I call them, my internet speeds suddenly go back to normal.
