Anyone have any suggestions for a graphics card to buy along with the NVidia Shield? My budget for everything is $650.
When you say everything, what exactly do you mean? Are you building a computer from scratch? If so: Does it include peripherals or do you have those already? What purpose do you intend to use the computer for?
I actually have abandoned SHIELD now. I just want a new GPU. But yes, I already have my system built.

Sounds like you'll want either the GTX 770 or the GTX 780. http://gpuboss.com/gpus/GeForce-GTX-780-vs-GeForce-GTX-770 About a 250 dollar price difference, both fit in your budget (in fact the GTX 780 is your budget). But do please post your PSU, otherwise we cannot know if your computer can even handle it.

You shouldn't worry with a 750W PSU, as there's no reason for you to do SLI unless you're going to be running 3+ screens Heck, you could probably squeeze in SLI if you wanted to, as long as you lay off of overclocking your processor
You should really consider OC ing in the future. Its a massive free speed boost.
Depends on what you mean with massive and free. You're not getting 20-30fps more in most cases, and about free - well you have to get a cooler for it and it doesn't last as long.
