This is very odd. My sister bought a laptop (HP Envy) for university, and she's obviously a huge fan of Pinterest. The following picture shows the dilemma (finally found a picture that wasn't girly).

I've figured out that Chrome is loading the page strangely. That little gap on the right hand side comes up and therefore the mouse is displaced as shown.
This only happens in Chrome and (here's the kicker) doesn't happen when we lower the resolution. It also shows up sometimes on long pages, and creates a duplicate scroll bar in that space to the right.
Ideas?
Chrome has some strange issues now and then. At the top right of chrome, click the spanner and go to about chrome to make sure that chrome doesn't need updating. And considering you said that it fixes in a lower resolution, what about if you shrink the window?
Probably should have mentioned that I reinstalled Chrome with no success. I might just tell her to use Firefox, but I was curious if anyone knew of a solution or had seen this before.
