When I talk in skype then it kills all other sound on my computer

I've had this problem for 3-4 months, so it doesn't seem to fix it self and google doesn't give me anything that works. Any ideas on how to fix this?
Someone correct me if I'm wrong but I believe this is better suited for the hardware and software corner.

right click your sound icon, go to playback devices, go to communications, and click do nothing
Open the audio mixer on your PC while you're Skyping and check the levels, when i Skype through Facebook it turns all the other sounds on my PC down automatically.
If this is the case simply turn them back up through the mixer.

Have you tried doing this while running skype as admin?

Well I'm not sure if either is associated with Skype but there's two things I can think of

Go to the speaker you're using, and go to properties > advanced and disallow applications to take exclusive control.
