LAPD is apparently on the phone with the guy according to the stream. Probably to bait him so they can tack on a distracted driving charge if he took the bait.

There like ten of them following him[/QUOTE] They follow in a line like that because at that moment the guy in the car wasnt some threat. A lot goes into chases, especially psychological shit. First off, its very stressful when its 1 or 2 cop cars doing a chase, 10 in a line is way more organized and focused, where when its 1 or 2, they are generally going fast and in an actual serious and dangerous chase, they never put a lot on those because adding more speeding cop cars does cause more issues with the citizen cars on the road already. The line of 10 is more of intimidation. If this was a very serious car chase, you would really only see 1 or 2 cars like I said, maybe even 0 with just a helicopter(0 with a helicopter generally is a rather safe chase and they feel very confident on them not getting away) Also 10 cops eases a lot of stress instead of putting it all on 1. That shit will drain you and cloud your mind in something as serious as a high speed chase in a car.
Earlier they had a former LAPD guy talk about the thoughts behind the chases. You should be able to rewind like 45 or so minutes earlier and be able to watch those bits.

Even the news casually has choppers who film this shit. You will never outrun any law enforcement these days at least in the USA. You'd be gone long before they called in a helicopter.
