Its mostly locals and other countries around them that buy it though, there's been a few documentaries about the subject. This type of thing has been going on for ages, it's just the people who were doing it originally have been replaced or absorbed into ISIS.

I would absolutely love if in the coming years, ISIS starts a company in the US (under another guise, of course) and was absolutely terribly massively undercutting those jerk-off oil giants charging 60/70 dollars a barrel and then the oil companies hired private military companies just to kill ISIS or whatever in the middle east...
Would be the best example of protecting private interests, literally.
To anyone curious:
1 barrel of crude is 42 US Gallons (159 liters) and will produce about 19 gallons (72 liters) of refined gasoline for vehicles.
So basically, $1/gallon (0.22 eur per liter / 18p per liter)

I actually wonder what their economic ideas are assuming they have any consistent one.
