For two reasons...
1. Yes HIV is bad (but you shouldn't screen out an entire section of people based on an un-sourced and possibly false statistic)
2. It's a country that has anti-gay laws
I mean it's not any less awful because it's no surprise.
I'm usually the guy finding ways to defend and excuse Russia, because I think its an interesting country with an interesting history, but these recent decisions are totally and completely inexcusable, and I hope this embarrassing period ends soon.
Okay, now that is silly. Unless they've got AIDS or something, the blood could be used to save lives.

What is this, the last half of the 20th century? We have ways of testing if someone is HIV+ along with a host of other blood borne diseases. Admit them, test them, reject them if they're positive.

If the increased levels of AIDS in gay men cause the risks of donation to outweigh the benefits, then I do believe it morally correct that they be excluded.

The problem here is that the percentage difference is virtually nil. 65% sounds like a lot but it's just 65% of HIV CARRIERS, not gay dudes. Ohoho so scary Russia.

I'm pretty sure blood donors have to be checked for any transmissible disease before their blood is taken anyway, so excluding gays wouldn't change anything.

The usual response to that, I suppose, is that a false negative test result would have devastating consequences, so extra precautions are justified.
Again, I don't know about it, I don't know the statistics, so I can't say whether this extent of precaution is justified.

Indeed, even a progressive country like my own, first to legalize gay marraige, won't allow gays to donate blood. They fall under highrisk groups.
We have a ban on gays and people who were in the UK from x to y as well, it's not that unreasonable. It's your call if it's still relevant today, but you can't put this one on Russia.
