[B]A cannabis grower was caught because he was so outraged when his plants were stolen that he called 999 to report it to police.[/B]
Matthew Warnes was immediately arrested when officers arrived at his home in Rotherham, South Yorkshire, in the early hours of July 4 and discovered more plants and an unsophisticated growing operation.
The 29-year-old had spent £250 of his Christmas money on growing equipment from internet auction site eBay as he was finding it too expensive to buy the class B drug off the street.
Prosecuting at Rotherham Magistrates’ Court on Tuesday, Mark Hughes said: 'He called the police to say that three of his cannabis plants had been stolen.
'When they arrived they found a further three intact cannabis plants from 18 to 42 centimetres in height and a small growing set up.
'They also found bags containing cuttings of dried cannabis suggesting this was a continuing operation.'
Mitigating, Louisa Giblin said the operation was not sophisticated and called on the district judge not to impose a custodial sentence.
Warnes was sentenced to 26 weeks in custody suspended for 12 months and ordered him to complete 150 hours of unpaid work.
District Judge Jane Goodwin said: 'The fact that you yourself phoned the police to report this is not a mitigating factor.'
Warnes was also ordered to pay £85 costs.
He refused to speak after the case.

fire: police have to investigate for arson, paramedics have to treat burn victims

I will never understand these people who call the police about their illegal activities.

Here it's both actually.
158 for normal police
155 for medical
150 for fire dept
But you can also use 112 to get to a standard number where you can report anything.

I would think it would be better for the operator to determine what they dispatch based on the emergency, considering that's their job.
Now this is something semi-unrelated but I never found out. If the Police were going door-to-door asking about a recent murder/robbery/kidnapping/etc., and they asked one guy who happens to have weed growing in his house in plain sight.
Can the police do anything, or is it considered circumstantial evidence?

GSM phones should convert most of the major international ones (000, 112, 999 and 911) to the local emergency number afaik.

Not really - in a lot of times there's some things that need to be dispatched first and foremost, and the person calling in is often the best judge of just that.
Even single dispatches essentially worked in chains.
Single dispatch...sends info to other specialised dispatches, which then dispatches units.

Guy opened the door willingly and let them willingly look in. They may be able to detain him. But they might not be allowed to enter the apartment itself unless explicitly let in. Of course it depends on where you live. Here they could detain you, but not enter unless someone was in danger.

(all this is based on US law)
You are not obligated to open the door.
NEVER open a door for a police officer, if you do, they will find an excuse to come inside, and at that point anything illegal they see will screw you.
The only way a police officer can come inside your house without your consent is with a warrant, and if they have a warrant, they won't be knocking.
(unless they are a game warden that suspects you of poaching, or something requiring immediate interferance, eg, someone screaming "help!")

If its in plain sight and the cops see it form outside his door, it will grant the cops probable cause and they will be able to enter without a warrant.
