every time i load up youtube, and only youtube (pandora is just dandy) and play a video, the audio slows down along with the video, chops up, and the only way to describe the sound is the sound of a trans former transforming :/
i've defragged, scanned, ccleaned, reinstalled flash player, cleaned out downloads, and uninstalled unnessecary programs, and deleted temporary files

Try reinstalling your video card drivers and making sure the videos arent playing at like 1080p or something.
If that doesnt work reinstall (and update if required) flash player and try a different browser, could be a retarded plugin or something.
I've been having similar problems with youtube earlier. Flash tends to be the dick behind it. When it's not, it can be anything. Have you disabled hardware acceleration?
If you have Chrome, try this:
go to chrome://plugins/ (put it in your url bar). the top plugin should be flash.
on the top right, click on the + to expand/show details. there should be a couple entries for flash now.
look for the one with a location that ends with ...\pepflashplayer.dll and disable it
reload the videos
