No, they are connected to everybody that [I]NATO[/I] might want to intervene against.
UN is a world leadership forum, it's not supposed to play favorites. It's better nothing happen, then a contradictory and one-sided outcome happen; it would defeat the entire purpose of the UN if everybody just stacked votes against the eastern nations.

Seems like a good idea to me, as of now NK doesn't pose a significant threat to anyone.

To be honest it's kinda two fold in a number of ways. It does actually hold a lot of sway, mostly due to the fact that so many nations actually give it such a large sway. It's also why there's rarely anyone that would go directly against the UN.
As if intervention is even possible with a nuclear North Korea.
Russia and china have to say they don't approve. If they said "we want to intervene" then the country in question is right next door with nukes. Even if NK could be crushed those nukes pose a threat, by direct damage or fallout.

Even beside nuclear threat, war next door is very, very, very bad thing to happen. It's thousands of refugees. It's regional instability. It automatically makes everyone around it mobilize, even those not planning to get involved, and that's not exactly good for their economy.
I don't think [I]anyone[/I] is eager to go invade a fanatical, authoritarian dystopia just because they make a lot of noise to frighten people into giving them food aid.
