In its opening statement, the South Korean delegation said the nation plans to use the same loophole in the international ban on whaling that Japan has been using to sustain its whaling fleet and domestic demand for whale meat.
That loophole allows a nation to sell for consumption any whales killed for research into whale biology or population dynamics.
South Korean fishermen "are experiencing disturbances in their fishing activities due to frequent occurrences of cetaceans in their fishing grounds and
an increasing number of minke whales are eating away large amount of fish stocks," [URL="http://iwcoffice.org/sc64docs/Opening Statements/64-OSc-Korea.pdf"]the delegation stated[/URL], adding that South Korea, too, had a
whaling fleet and market for whale meat before the 1986 ban.
The U.S. delegation responded Thursday via Twitter. "US believes lethal scientific whaling is unnecessary," [URL="https://twitter.com/#!/USAforWhales"]it tweeted[/URL].
Conservationists, for their part, said overfishing, not competition from whales, is responsible for depleted fish stocks around the world.
Moreover, the minke whales being targeted by South Korea are considered endangered, the World Wildlife Fund said.
"The resumption of whaling by Korea after a quarter of a century would be a huge step back," said Wendy Elliott, who's leading the WWF delegation at
the Panama meeting.
"Korea already sells meat from whales caught in fishing gear, and we believe this move is a thinly veiled attempt by Korea to conduct commercial
whaling under the guise of scientific research, similar to hunts conducted by Japan in the Southern Ocean whale sanctuary," she added.
While it doesn't need specific permission to start "scientific whaling," South Korea said it had made a formal proposal to the commission's scientific
committee.
That group could take a year or so to come up with its advice for South Korea, which is not bound by the recommendations.
Former Australian Environment Minister Ian Campbell, who is now on the board of the anti-whaling group Sea Shepherd, said the organization would

Because when you have a fishing crisis where populations are too low, the obvious option is to fish harder until there's none left to fish.
The fate of the American Bison will soon be the fate of the fish but no one will do anything to stop it because it's not as visible of an atrocity. The ocean is just a magical realm where you can toss a string and pull out food for everyone until the end of time. It isn't such a thing. Such a thing does not exist. Anyone that thinks hunting is an outdated and barbaric sport is a hypocrite if they indulge on wild fish. It's just that in the ocean that timeless sport and way of survival has become industry.
Hell, even sport hunting is a very regulated and sustained system. (Industrial) Fishing is all too often neither.
The IWC should deny everything until they get scientific proof that the whales are the cause of their empty nets, rather than their own gross overindulgence of a very fragile realm.

Like the article said: they're doing this for the same reason Japan loves "researching" whales so much: they need an excuse to hunt them.

At the rate we're hunting at, there will still be whales. Minke are relatively high numbered. Although, whales operate in tight families so it's likely they'll kill off a few families in the process. Whales don't leave their kind for dead. The hunters know that if they can wound one, the rest of the family will stay back and defend it. Easy slaughter.
Actually, awhile ago I read an article about two blue whales that went out of their way to defend a wounded grey whale from orcas. Once they chased off the orcas they went on their way back to the usual migration routes.
To me, whaling is more of a moral issue than one of conservation. Their populations are high enough to survive what were doing now, unless they lift the Moratorium like Japan wants. There are many species that are critically endangered to the point where any whaling would be likely to end them, and then there are species like the Minke that are fairly abundant.
