Ok so I recently installed water cooling to my system, ''CPU i7 2600K'' so I was wondering if maybe, now because my temps are ALOT better, would it be ok or safer to increase my voltage so that I can get a higher Ghz Overclock!?

Well thats the whole idead of overclocking.
Increasing the clock until it becomes unstable then increase the voltage until it becomes stable again.
Repeat until you cannot get it stable annymore or your temps are getting to high.

So if say, i used 1.650 volts on my cpu, but my temps were like 30C IDLE, then thats fine?

Increase the voltage one step a a time until its stable, not large jumps.
even if you cpu temps are low high voltage like 1.65 isnt good for cpu
1.65 volts would kill a 2600K. The highest you should put the voltage to on a 2600K is 1.52.
