If I can run GZ without FPS drops fullscreen will I be able to run TPP?

The system requirements are exactly the same, the only thing that changed is the size of the game. You should be fine in my mind.

They have the same minimal requirements.
I'm a bit below the processor minimal but I'm still able to run it nice at 60 fps.
Dx11 video card is the problem. My videocard can run Dx11 but below 30FPS.

Didn't GZ run off the last gen console version of the game? It did look pretty average at best, even on ultra.

What do you mean?
Either your GPU can run DX11, or it can't.
I can't remember, did FoxEngine have borderless window?
I don't know if the option existed in GZ, but I do know that they have expanded the out-of-game options menu in TPP
I got some really really bad tearing in GZ, and now that I've been told that Borderless Window actually kills that, I'll be very happy if it were an option in the game

The tearing should go away, because of the way Windows handles (heh) Windows (heeh).
