I'm not familiar with Street Fighter but aren't the stages mostly just flat planes with only the background and stuff being different?

Stages don't affect the actual gameplay but the main attractions of the expansion are the 'new' characters and balance updates.

They're technically expansions. They don't introduce any new mechanics or anything, just add new content and rebalance the game. SF just likes to name their expansions all the time.
So 5 characters and they showed 4. Can I still have hope the last one is Q or does no one care about that badass mother fucker but me?

Just learned the last guy is going to be completely new, so guess that's outta the question.
I think they said the 5th dude hasn't been in any SF games before. So no hope for Q.
I was thinking about buying Super Street Fighter IV Arcade since I have Super Street Fighter IV 3D Edition, but now I guess I will wait for Ultra Super Street Fighter IV 3D Arcade Turbo 64 Edition instead.

The fun of SF is playing against people online. Not many people play the 3DS version and the 3DS d-pad is a pretty shoddy control method for Street Fighter.
If you pick up SSFIVAE on Steam right now it's $15 and another $15 for the upgrade and that's $30. If you buy Ultra standalone it's $40.
Not to mention Ultra is coming out next year which is a long way away.

idk man they introduced juri, oni, seth, c. viper, abel, gouken, and hakan in this generation of street fighter. wouldn't be surprised if it was a completely new character.

People have been asking for new stages for a while now. It seems minor (and it is), but it's sort of neat that they're adding them in.

Probably not. According to the trailer the game will use steam and not GFWL, so no update can be done from ssf4AE. You'll most likely have to buy the 39$ full game without choice.
Uh they already said they'll allow you to upgrade the game from Super or AE. Steam does have the capabilities to upgrade game editions if you own a previous or lower tier iteration of something.

Hopefully the PC version will release the same day as consoles however I have a slight feeling in the back of my mind that since they are advertising it for steam in the trailer they may make us buy the full game saying "Uhh we can't simply remove the need for GFWL in an update, you'll need to buy this new game completely". Well, that's if they do remove GFWL which they probably wont.
Also, I'm hoping the "future content" they speak of that may be paid for is simply alternate costumes for the new characters or something but I'm just being optimistic.
