It's already DLC-complete (and really cheap when on sale), the modding community is large, and modding V is well-understood. That puts it ahead of VI by default.
I'm a big fan of V, and VI just simply hasn't shown me anything really enticing enough for me to drop the money and time-investment in switching over.
Most people I heard say VI is not bad and alright with mods are getting there.
V is still the the more complete game, with more mods and a better AI.
In the end both are fine really, strategy games often have a hard problem to get their main audience over to a new game. (Even if the sequel is good, power of modding is strong.)
That's like asking why was the Sims 2 still more popular when the Sims 3 came out, or why the Sims 3 was more popular when the Sims 4 came out.
tbh VI feel like it did little to advance the franchise forward and the AI is still ass.

Civ VI vanilla is better than Civ V vanilla, but Civ V with DLC absolutely blows Civ VI outta the water
Civ 5 looks grand. It feels like a massive and glorious exploration of the human race. I feel like I'm gazing down on a gorgeous simulation of Earth at it's finest moments. It's a perfect match of visual design and content.
Civ 6 looks like dollar store plastic figures sitting on your mum's linoleum kitchen floor
I prefer Civ VI personally.
I still can't enjoy Civ5 and prefer 4 in every way.

there is nothing more powerful than a strong mod scene. I imagine something like a Strat game can be modded to incredible results.
Doom's controls can be modernized, UT's map list can be massively expanded, Morrowind's aesthetic and play can be enhanced. And that's like ~0.1% of what you can do.
I hate older games with a bias, but I'd choose an older version of a game if it had a better mod scene any day.

I really wanted to like Beyond Earth considering that I am a huge fan of Alpha Centauri. Yet, the game is really boring and did not captivate that dark sci-fi feeling of AC, which was just amazing.
Civ 6 will replace Civ 5 when the modding scene grows more and when the game is complete (in terms of xpacs and things)

I forgot this existed.
Personally I don't like a lot of the changes they made in Civ 6. The inspirations and the new civics system are great, but the reduced movement for scouts and the way builders work really bother me. Plus the game doesn't let you build what you want on any tile anymore.
I get it game, there's a hill here but it's on a river and I need more population so let me build a fucking farm.
