Tbf there have been issues constantly and valve has done meager changes for it. People have been loosing their shit since the beginning, and the stream has been a total wreck.

Perfect World has control of all of dotas infrastructure in china. Giving control of it to another organizer would have been a slap to the face of PW. (who have hosted successful tourneys before like DAC) I doubt this was expected to happen from valve, they probably thought it'd be consistent with DAC.
Welp, PW's never gonna get hired for this in the future that's for sure.

Its was not as bad as shanghai, that I'm sure of. Maybe I am misremembering but I'm pretty sure most of DACs problems came from lag, but that's just China. Also managing wise the tourney did not run as poorly.
Compared to Shanghai, I can't even find any reddit complaint threads.

There were a handful of players who laid out their complains after the fact, Eternal Envy being one I remember specifically on Liquid Dota. It didn't look like as much of a disaster as Shanghai because everyone wasn't complaining about it live on Twitter, and Gabe didn't call an invited host and ass on one of the biggest public message board in the world, but there were still issues the players had which didn't make it a fun tournament behind the scenes.

Just keep in mind that Valve had next to no say in all of this, most of the blame should be directed towards Perfect World and their various sub contractors that have all made this event way too messy.
