Windows gives me a "Cryptographic Services stopped working and was closed" error, struggling to fix

Now, I hate to start a thread asking for help but this is seriously my last resort.
About a week ago when turning off my computer, windows(windows 7 ultimate) started an update, next time I booted it up I kept losing focus of whatever window was open.
I did some digging and it turns out Cryptographic Services kept crashing and attempting to start repeatedly, so the task manager was filled with crash reports that weren't showing up for some reason. After googling for a while and testing potential fixes it stopped so I assumed everything was working fine, until today.
Yesterday I managed to play around 5 hours of GTAV with no problem, left the game and went to sleep.
Today when I woke up it refused to launch, and when I checked to see why, I realized Cryptographic Services would just start crashing like it did before whenever the game attempted to run.
Now I've tried everything I could find, I ran "sfc /scannow" a couple of times already with no results, I tried multiple malwarebytes and avast scans to see if it was related to malware, and nothing ever works.
Other than the .wer file it generated I have nothing to work with

Is there anything that can be done other than installing a fresh copy of windows?
I can't even "stop" the service since it keeps crashing, so it's not even starting to begin with.
It was working fine yesterday when I first played the game so I figured something could still be done
