If the US really is bankrolling them, then it's fair. If it was made up, then it isn't.
So apparently Russia and the US are hijacking each other's political systems? Why don't we just call it even? Or we could swap countries.
Well, they did receive US money through a partnership with the University of Wisconsin. You can see that there is such a deal in Levada's documentation and the University of Wisconsin is sponsored by the US government. However, what matters is how they got this money. Levada claim that the university made them a commercial offer, pro-putin outlets and Kremlin shills say that they were bought out by the US State Dept, as usual.

It's more convenient for Putin to work within the system.
